The stupidity of this idea is that like many whines, it does not think about how players will RESPOND to the change in the threat environment.
As stated by many, thousands of players hitting scan every two seconds would noy be good for the game from a server load, or playability issue.
I'm actually not against local removal, depending on what tool is added to the game to REPLACE it.
Increasing the boring work load only for the other guy is the mark of a stupid idea.

In addition to scanning, there is another aspect of this idea that needs to be addressed.
Cloaked Ships.
Best idea I have for cloaked ships is that the scanner will detect if cloaked ships are present, but only when used in 360 degree mode and set for max range.
As stated by others, the pain of having to click scan every two seconds could be done away with by having an automatic scanner......
....however......
.....that still leaves the possible lag issue. In fact, it makes it worse. If the scanner is automatic, then every player in game will have it running all the time. Unless this can be done in a manner that generates no lag, its going to be very bad.
And a final note:
Anything that reduces the ability of folks to live in 0.0 and low sec is a stupid idea.
